Yes, it's perfectly fine for a player to fend off a tackler in this manner - provided he's using an open palm. If it's anything more than that then I would advise your son to talk to his coach. IRB regulation 10.4(a) states that: A player must not strike an opponent with the fist or arm, including the elbow, shoulder, head or knee(s). However, if your son is getting fended off in this manner then I suspect his tackling technique needs looking into. For his head to be pushed down from the back he must be looking down going into the tackle which is not an advisable technique. Ideally he should have his head up with his eyes on the opponent.

It's perfectly legal, so long as the is done with an open hand and doesn't come in the form of a blow or punch. Good positioning and tackling technique would generally allow a player to power through a fend.

It sounds legit. Your son is an under-age player, yes? (under 14). Maybe your boy is giving his opponent too much to respond to his intended tackle. I've seen this many times before but with time and practice, he'll learn how to tackle properly. Get him to talk to his coach about it.
