Such statements are never true as its pretty much impossible to prove. Any statements like that often use questionnaires that favour answers in favour of one statistic just to help make a rash headline. That said rugby does appear to be a very common sport among female athletes. A lot of girl's I'd see out pubs around university would surprisingly be rugby players. Also a thing with a lot of us guys is we like to convert our women to our own sport, so often any rugby player will have his girlfriend following his rugby team or else its treason. I doubt more women watch rugby than men, but I would say that because its a family and cultural sport, a lot of women in countries like Wales, NZ, South Africa all watch rugby games on a decent basis.
