Advertise or word of mouth to recruit players to team. Once you have numbers contact your local; rugby association. They will help you finding out costs: registration, insurance, playing gear (probably only jerseys to start with), ground costs or will they be included in registration. Getting tour own clubhouse would be great but that should be down the road somewhere. See a pub or club about using a room for meetings, most will do so without a charge. Though they would expect a quid pro quo.That is their premises for after training and game functions. Good luck.
A club usually starts when you get a bunch of people who all have an interest (rugby) and decide to join together and do that interest. Youd have to get the word out, put up ads and whatnot, then find a meeting place to play. If all goes successfully, youll have a good amount of people, you can try and start a fundraiser to get a plot of land, or rent one for a clubhouse. Then you can expand age groups and continue to grow
