does a drop out considered restart play or kick?? can u explain both of them??

Not too much difference, quite obviously one is a kick and the other is a half time. Kick e.g. kickoff, dropout Restart is half time.

They are both the same they just mean that they are restarting the play (50m) mark kick. Both the same but different names.
