Increase Athletic Performance?

I am 17 and weigh about 210 lbs, I am exactly 6'0 tall and have a decent amount of muscle but also have some fat. How can I cut down my bmi fast? I don't eat bad at all either and my fat is mostly in my thighs and mid section and chest. I assume I am about 22% body fat however I am not slow at all. I just need to become quicker and more agile. How much physical activity will it take to become more lean and cut and how can I do it even though I have practice everyday (By the way I play rugby). Also how long will it take? Because you are already physically active... 1. Run/jog everyday for 30 min to and hour a day. 2. Drink only milk and water. 3. Eat 5 - 8 times throughout the day. done.
