There is a market, however each country, with the excepting of france, has set a spending cap. Meaning players can move between clubs but you're much less likely to get overpaid wankers like you do in soccer. France however has no spending cap meaning they can pay whatever the want for players, this unfourtunatly means you get alot of internationals going to france, the french clubs still aren't great even with the international, all they do is get the best players in the world in a team (dont teach them any team skills) therefor they fail to play as a team, it's a real shame on the game of rugby.
