I know you can't have a toe cleat in rugby and I heard it's on the single stud at the top. I got cleats from a sporting goods store for cleats that I can use in football and rugby. There are two studs at the toe and they aren't ones you can unscrew. Sawing them off could make the situation worse. Officials do boot checks before a rugby match, and if you have metal (or moulded plastic) studs sawed off in such a fashion so as to leave sharp or ragged surfaces, they may not let you use them. It's tough to judge the legality of the boot without actually seeing it. I'd suggest you talk to someone at your local club who has their officiating papers and show that person the boots. They might be perfectly legal as they are.
