Possibly. It's certainly becoming more popular. USA Rugby now claims that there are now almost a half-millon people playing the game in that country, which (if true) indicates a pretty rapid rate of growth. Three to four times as many as ten years ago, again if the number collected at that time were accurate. But there are so many other games out there, and so many ways of collecting data or measuring "participation". Is it growing quickly? Absolutely. Is it the fastest growing team sport? Who knows?
No, it is lacrosse. Rugby is growing, but the ignorance of people are keeping the pace of growth down.
