Rules about maul and first tackler?

Here's one which has created some debate amongst club members. The opposing team has a penalty for them and plays with forwards trying to create a maul. I am the first tackler of the ball carrier, but don't bring him to ground, I even managed to turn him by lifting his leg (he kept up though). He passed the ball back, but not all the way to the back of the maul and I kept bound at all times to him. Am I offside ? At which point ? As the first tackler, and provided I don't go to ground, am I allowed to disrupt the maul freely ? It isn't a maul until there are at least two players from each side involved.
