Well professional rugby (the 15s game) isn't and never will be an Olympic sport, and there really is no "season" for the international 7s circuit, so why should the Olympic committee concern itself? And your question (and comments) implies that rugby tournments and the Olympics should limit themselves to southern hemisphere venues.
