Probably Brazil but Brazil has been competing on an international level in football in the FIFA WC since the 1930s. Apart from that Brazill mainly played only in South America while the All Blacks went overseas for their internationals the UK, France SA and to a lesser extent Australia. Both teams have been dominant in their respective codes but NZ has been more dominant in rugby.

Define legacy? Between or within a sport? Within a sport, the All Blacks have pretty much always been the top team. Except perhaps 2002/2003 when England were at a freakish level of power, and 2009 when South Africa swept most away before them, the All Blacks have been at the top for the rest of the 120ish years the games been around. Between sports, Brazil are world famous throughout the world for their legacy on football. In football itself, Brazil have always had the talent but go through periods of quietness and ordinarity. The last five or six years Brazil haven't done much of note. Its mainly been an era that Spain and after that Germany have dominated. Perhaps Holland following that. But regardless everyone just knows what Brazil are all about. The All Blacks are quite famous, but as rugby isn't as big of a game, they're not as famous as Brazil. All in all, Brazil are more famous/have a bigger legacy in the world, but in the sport the two teams play in, the All Blacks have the bigger legacy.
