Fox Soccer Plus is probably the best TV source for rugby in the United States, at least for the NH competitions. They have the rights to the English Premiership and the other multi-national compeitions which English clubs play in. However don't seem to have the rights most of the southern hemisphere competitions. (Tri-Nations + Argentina now, Currie Cup, ITM Cup) You see the various websites which offer rugby streaming advertised here all the time.
