Scotland are in the second tier groups so they would need to beat Italy, then New Zealand to face England in the semi-final. This is not going to happen.
England is in a strong pool with Australia and wales, Scotland is in a pool with Samoa and South- Africa and with just two teams going to play offs its possible that one or even both might not make it past the pool stages. but if they do go through the earliest they will meat is in the quarter finals provided that one team wins the pool and the other comes second (quarter final 2 or 4), this i think might be a very likely outcome. If both wins their pool then the earliest they will meat is in the final if they both come second then they could meat in the semmies
