Not the least bit. The two sports had a common root about 140 years ago, but have since diverged/evolved into fundamentally different games. If you want to get technical, the two biggest differences come from the respective offside laws (NFL allows blocking while rugby doesn't) and at the breakdown/tackle, where the NFL uses a "downs-for-distance" system whereas rugby uses a "contested breakdown". Those two differences alone make for light-years of difference in the flow of the games. The substitution rules also make a big difference. The NFL allows what are effectively unlimited substitutions throughout the game, whereas under rugby rules the bulk of your 15 starters must remain on the pitch for the entire match.
