Electrical tape and a tampon. Works and is legal. No dimensions are specified.

I know what you're talking about. Scottish lock, Richie Gray, uses them because if he didn't they'd never be able to get him up in the air. I think if you just search around enough you'll find them. They had a certain name that I can't remember. :\
