A jersey will cost about 60 euro and many stores will stamp the number on for you.

Rugby shirts don't come with numbers on. It'd be pointless and limit sales. You buy a standard Ireland international top, and then you get the number ironed on either in store if they offer it, or you can do it yourself at home. If you don't want to do it at home I'm sure many other clothes stores offer this service if you google it.
