Where are they supposed to be when their teammates are attacking and when do they join the line as loose forward?

i don't really understand your question but from a scrum flankers tackle the opposing flanker or number 8 or anyone in the backline in a lineout just mill anyone that comes near you if your defending and flankers are supposed to be fast so thats how they move aswell

Tough question. There's not really a standard way a flanker should act in attack, it depends on the situation. If the backs want to do a set move or ship the ball wide quickly it's best you get out the way and play a supporting role, ready to follow a player if they make a break or hit the next ruck to secure possession and quick ball. Often though you'll be expected to play an active role in attack, either as a a decoy runner or actually getting your hands on the ball. A good flanker should be able to pass as well the backs so you can join the line when needed and draw and pass. If you're not so confident with your passing then the best thing to do is stand a metre or so behind the backline as an extra decoy or ball carrying option and you'll be right there if a centre makes a break to take the offload. There's no set way a flanker should act in attack, you have to read the situation and decide where you're going to be of best use. If joining the line gives your team an overlap then do it, if you can see one of your players is in space or about to make a break then get on their shoulder, if there's not much on and your 9/10 wants a carrying option then make sure you're in a position to receive the ball. The most important thing is that you are in the game, as in you are in a position where you might expect to receive the ball. This gives your teammates an extra option in attack and will draw defending players. Hope this all makes sense, good luck.
