The IRB has the official law modifications for 7s and 10s on it's website. For the 10s modifications, Law 21.3 (a) (on penalty and free kicks) is amended to read "Any player may take a penalty or free kick awarded for an infringement with any kind of kick: punt, drop kick but not a place kick." So in a word, no. Edit: @Sports: that quote is for 15s rules, not 10s.

I'm not positive about 10s but I play 15s and we have used the tee on the penelty
