If you can play at a high enough level, then fine. There's no rule against it, but it would make it difficult for that player to achieve the level high enough. I've played with guys who are deaf, a guy who couldn't see out of one eye, a bloke with one arm... Not professionally though

I really doubt it there is no rules that I can think of off hand, but I am sure that it would not be safe for him or the other players in a tackle situation. In club rugby it should be fine but there is going to be way too much politics involved with the irb when he wants to turn professional.
I'm not a expert on this but my understanding is that a person with a club foot would find everyday walking a difficult task let alone playing a physical contact sport like rugby. Maybe other answerers may know more on this topic than me -- Good luck.
