I assume colleges and professional teams in New Zealand scout at the highest level for high school. New Zealand's secondary school system typically covers students for 5 years between the ages of 13 and 18. The best of the best would likely be able to compete at their Varsity or U19 level by age 14 of 15. I could not see many 13 year olds playing with a majority of 18 year olds. So the earliest they would probably be scouted would be between 14-15 years of age.
