I am a bigger center who can jump high for my size and when I'm runnin the ball at a smaller wing/center they go really low. So can jump over them without them being on the ground?

Yes, you do see players diving over the ruck to score a try. You can but any slight knock when you are hurdling a player can see you cop a decent injury. Its a two way street.
