Yes and no. The twelve teams which qualify automatically know their pools, and the regional spots (Americas 1 &2, Europe 1 &2, etc.) have also been placed in pools. However it is still uncertain which countries are going to each of the regional spots. For example, Canada and the US are holding a home and away series this summer to determine who gets the Americas 1 spot. The loser has to go through another series of playoffs (where the only real competition is Uruguay) to see who gets Americas 2. It might be a good series for Canada (heavily favoured over the US) to lose. Americas 1 is assigned to Pool D, with France, Ireland and Italy. Americas 2 is in Pool B, with South Africa, Samoa and Scotland. It seems to me that the odds of Canada advancing out of the pool are better in Pool B. Samoa and Scotland are both beatable.

Those teams are: Play off winner, 2 Americas teams(Canada/USA/Uraguay), 2 European(out of 15), 1 African (Zimbabwe/Namibia/ Kenya/Madagascar, 1 Oceania(Cook Islands/Fiji), 1 Asian(Phillipines/Japan/Hong Kong/South Korea/Sri Lanka)
