Basically, the team's scrum-half has a pick and go and goes very low with the ball. The opposition's loosehead brings his knee up and makes full contact with his face which sparks a minor brawl with neither scrum-half or prop involved. I'd give a yellow if it was unintentional. If it was, a straight red card. As for the brawl, if it was more of a scuffle and pulling, I'd just keep them apart and break up the tension. If there was punches thrown, I'd consider if it was bad or not. Yellow if not too serious. Red if otherwise.

If the referee considers that it was a deliberate action by the prop to lift his knee into the half, red card. For the brawl, just tell the players to quieten down.

Any suspicion that the knee was deliberate and it has to be a red card. At minimum it's a yellow card. Penalty against the prop's team. Possible yellow cards for those involved in the brawl. If it was just "handbags" the penalty will suffice. Punches and there has to be cards.
