Not true - any player who is now in their mid 30s or so would have started playing internationals in the late 90s, and there are a lot of international players in their mid 30s.
There would have been numerous English international rugby players (depending on their age and form in 95 ) who would have made the transition from amateur to pro rugby and still playing for England well into the early 2000's or longer e.g Martin Johnson and Neil Back. If your question means -- who was the last ?
