The general IRB rules on footware (Law 4 and Regulation 12) apply in Canada, and I don't recall there being any limitation on the number of studs in those sections. There is, however, the usual prohibition against toe studs in Law 4, so you want to make sure that that ninth stud is not directly under the toes. Any further restrictions would be local only, so you would have to check with whatever organization is responsbile for running your own club's competition.
